Updated: Funding Opportunity on Model Approaches for Enhancing Home- and Community-Based Services for Individuals with Developmental Disabilities
Administration for Community Living (ACL) announced a funding opportunity to increase integration and independence of individuals with developmental disabilities and to improve the quality of home- and community-based services (HCBS) by developing and testing one or more model approaches of a coordinated and comprehensive system for enhancing and ensuring the independence, integration, safety, health, and well-being of individuals living in the community. ANCOR released the following information about the DOL Overtime Rule:
The Department of Labor's (DOL's) Overtime Exemption Rule has been stalled through litigation since just prior to when it was to go into effect last December. (See WICs article, "Federal Court Grants Injunction for DOL Overtime Rule, Suspends Compliance Deadline," November 23, 2016.) With the rule out of play but still on the books, the DOL on June 27 sent a formal Request for Information (RFI) to the Office of Management and Budget (OMB), the first step towards publishing the RFI in the Federal Register and opening the rule up to the public for comments. DOL Secretary Alexander Acosta has signaled that he believes the Obama-era rule that changed the threshold under which employees must be paid overtime was too high, and a more appropriate threshold would be approximately $33,000/yr, rather than the $47,476/yr it was increased to. When ANCOR commented on the rule before it was finalized, they recommended a threshold of around $30,000 to $35,000. Once the RFI is published, ANCOR will submit comments and encourage members to submit comments as well. The Division of Disability and Rehabilitative Services (DDRS) would like to announce that Caregiver Support Services funds will be available for the fiscal year 2018 beginning July 1, 2017.
The Caregiver Support Services is 100 percent state funded and is available on a first-come, first-served basis. Previous applications during fiscal year 2017 for Caregiver Support Services do not carry over to fiscal year 2018. A new application must be completed for each fiscal year’s Caregiver Support Services funds (July 1 through June 30). Any pending applications for Caregiver Support Services will be voided the last week of June and a new application must be submitted on or after July 1 for services beginning after July 1. Individuals that received services during the previous fiscal year are not guaranteed continued services and will be required to complete the application process on or after July 1.
