-- To: Community Integration and Habilitation Wavier participants, families and providers From: Nicole Norvell, Director, Division of Disability and Rehabilitative Services Cathy Robinson, Director, Bureau of Developmental Disabilities Services Re: Community Integration and Habilitation (CIH) waiver webinars Date: November 25, 2015 Starting in December, the Division of Disability and Rehabilitative Services (DDRS) will be hosting a series of webinars for providers, families and individuals to discuss changes to the Community Integration and Habilitation (CIH) waiver. Indiana’s NEW Healthy Indiana Plan, or “HIP 2.0,” is nearing the end of its first full year of implementation. This important milestone also marks some important redetermination activity that will begin soon, affecting many HIP members. HIP 2.0 began covering Hoosiers on February 1, 2015. By law, all HIP members must have their eligibility renewed every 12 months.

Hope, Director, Bureau of Rehabilitation Services (BRS) Re: Workforce Innovation and Opportunities Act (WIOA) State Plan comment period Date: November 24, 2015 Under the Workforce Innovation and Opportunities Act (WIOA), each state is required to submit a four-year State Plan that outlines the state’s workforce development strategy for the state’s workforce development system. Indiana is required to submit the Unified State Plan to the U.S. Department of Labor and the U.S. Department of Education by March 3, 2016. WIOA aims to foster better alignment of federal investments in job training, to integrate service delivery across programs and improve efficiency in service delivery, and to ensure that the workforce system is job-driven and matches employers with skilled individuals. One of WIOA’s requirements is for planning across core programs, which includes the writing of a Unified State Plan. The core programs include: Earlier this week, Indiana Department of Workforce Development published its initial draft of Indiana’s Unified State Plan for public comment. Due to new requirements under the Workforce Innovation and Opportunity Act (WIOA), that require better alignment and integration of job training and service delivery, the State Plan must address all core programs, including Vocational Rehabilitation Program (Title 1 of the Rehabilitation Act of 1973, as amended by WIOA Title IV). The VR Portion of the plan begins on page 72 and addresses coordination with DWD, WIOA Partners, employers, providers, and other partners; personnel standards and qualifications; transition services; and establishes program goals.
INARF’s National Partner ACCSES recently announced that the U.S. Department of Education will be publishing its WIOA Final Rule on State Vocational Rehabilitation Services, State Supported Employment Services and Limitation on Use of Subminimum Wage in April 2016. Advocates are anxious to learn what changes have resulted from the extensive comments received from across the country. INARF provided comments to the proposed rules earlier this year. INARF will continue to keep members apprised of developments as the release date nears.
