INARF anticipates the House Ways and Means Committee will release their draft of the budget, House Bill 1001, early next week. Based on the current fiscal climate of the state, our request for $80,000,000 over the biennium for Direct Support Professional wage increases is unattainable. Therefore, we are updating our request and WE NEED YOUR HELP REQUESTING SUPPORT FROM YOUR REPRESENTATIVES FOR OUR APPROPRIATIONS REQUESTS TO BE INCLUDED IN THE BUDGET.
Today, the U.S. Department of Labor’s Wage and Hour Division (WHD) published guidance on the FLSA SECTION 14(c) published three documents providing guidance on the payment of subminimum wages under section 14(c) of the Fair Labor Standards Act (FLSA). The first two are related to the impact of Rehabilitation Act section 511 and third provides general guidance on the administration of section 14(c).
The Indiana Family and Social Services Administration (FSSA) today announced the agency will split March benefit payments to eligible Supplemental Nutritional Assistance Program (SNAP) clients. Recipients will see half of their March benefit amount added to their Hoosier Works cards on Feb. 22 and the other half on their regularly scheduled March date, according to an alphabetical schedule. They do not need to take any action.
Indiana issued February benefits early on Jan. 16, 2019, due to the partial federal government shutdown that occurred earlier this year. The one-time benefit deposit schedule being used for March benefits will help reduce the gap in benefit payments to eligible SNAP clients that could otherwise be 60 days or more. Thanks to your outreach and education, the House Ways and Means Committee passed House Bill 1488 out of committee today by a vote of 20-0. As INARF staff anticipated, the bill was amended to remove all language with a significant fiscal impact (the crisis program fiscal language (Sec. 1) and DSP compensation language (Sec. 7)), leaving the crisis program establishment language (Sec. 1), the 1102 Task Force language (Sec. 2, 3, 4), the order of selection plan language (Sec. 5), and the Emergency placement language (Sec. 6) in the bill. Our goal is for the language removed from HB 1488 to be included in the budget bill (HB 1001).

Thanks to your outreach and education, the House Ways and Means Committee passed House Bill 1216 out of committee yesterday by a vote of 22-0. As INARF staff anticipated, the bill was amended to remove all fiscal language, leaving in the presumptive eligibility language (Sec. 1). Our goal is for the fiscal language removed from HB 1216 to be included in the budget bill (House Bill 1001).
